  • Death*: circa 1901; Elizabeth Keeler and her children are in San Diego, California for the 1910 US Fed. Census. She is specifically shown to be a widow. Immigration to US shown to be 1900. The Death Registration for a Thomas Keeler in Erin Township, Wellington County, Ontario on Aug 15, 1907, is not for Thomas Phillips Keeler of Colborne. Records for his wife and kids indicate that they immigrated to the USA in 1900, soon after his dismissal from the job of Superintendent of the Murray Canal. No other records come up re his death, so it is not clear if he went with them. Blanche is shown to be a widow in the 1910 Census in San Diego. Need to investigate this further. Ruel, the Law Clerk of the Department of Railways and Canals, a Commissioner for the purposes of such investigation, such appointment to be under the provisions of Chapter 115 of the Revised Statutes of Canada, carrying with it the powers conferred by the said Act. • Note*: circa March 1900; Murray Canal, Northumberland Co., Ontario; "As the canal required relatively little maintenance during this period, it is likely that many of these jobs were patronage positions, reserved for the local party faithful. This seems particularly true of the Superintendent's job, and this is supported by the fact that the first Superintendent, T.P. Keeler was eventually forced to resign in early 1900, after an investigation into various wrong doings on the canal." from "A Construction, Operations and Maintenance History of the Murray Canal", by Colin Powles, Canadian Parks Service, Ontario Regional Office, Summer 1991, page 32.
  • Note: 23 March 1900; Privy Council Minutes, Ottawa, Ontario; On a Memorandum dated 23rd March, 1900, from the Minister of Railways and Canals representing that under an Order in Council, dated 11 December, 1899, and in pursuance of the Act in that regard, Chapter 115 of the Revised Statutes of Canada, a Commissioner has been appointed to investigate certain charges preferred against Mr. Thomas P. Keeler, Superintendent of the Murray Canal, reflecting on his conduct as such Superintendent, and management of the canal. The Minister further represents that such investigation was duly held and evidence was taken under oath, Mr. Keeler being duly represented by Counsel, and the report of the Commissioner has been received, shewing it to have been proved that in certain directives there has been abuse of his position by Mr. Keeler, to his own advantage, and to the Governments pecuniary detriment; specifically, in the undue charging for horse and vehicle in trips taken over the Canal, in the employment of Government labourers for his own domestic purposes, in the use of Government coal for the heating of his private residence, etc. The Minister observes that the investigation appears to have been conducted in a most fair and impartial manner, and with every desire to afford Mr. Keeler the benefit of any doubt that might exist., but the Minister feels that, though, perhaps, no wilfully criminal act, or intentional wrong doing has been committed by Mr. Keeler, his acts, nevertheless, have been of a character highly reprehensible in one occupying the responsible position he was filling, and that it is not desirable in the public interest that he should continue in the employment of the Government. The Minister accordingly recommends that Mr. Keeler be dismissed. The Committee submit the foregoing for your Excellency's approval. Signed: Wilfred Laurier; Approved: Apr 8, 1900.10
