Platt was educated at the Fort Edward Institute in New York state and at Victoria University in Cobourg. In 1872, Platt married Amelia Brnnscombe. He also served as a public school inspector and as surgeon for the militia. Platt was editor and publisher for the Picton New Nation. His election in 1888 was overturned after an appeal but he won the by-election that followed. He was defeated by Archibald Campbell Miller when he ran for reelection in 1891. Platt later served as warden for Kingston Penitentiary from 1899 to 1913. He died in Picton at the age of 79. It could hardly be argued that the excavation of the canal and erection of four bridges was a particularly difficult task, so what could possibly explain the delays? Apparently, there were rumours circulating in the Quinte area that the sandy soil through which the canal ran was constantly shifting and falling back into the canal, making continuous re-excavation necessary. These problems were supposedly worse in the Dead Creek Marsh, due to the presence of quicksand. According to Mr. Platt, the M.P. for Prince Edward County, this situation was so bad that in the spring of 1885, nearly half of the work completed the previous year had filled in and had to be redone. When Platt brought this evidence before the House of Commons however, Bowell and John Pope, the Minister of Railways and Canals dismissed it as local gossip. They claimed to have been informed by the resident engineers that no such problems existed. Instead, Bowell simply stated that "I think the work is of much greater magnitude than they supposed when they took it in hand. I am also under the impression that it is not being pushed as rapidly as contemplated - why I cannot say.""
