This territory included the present counties and regions of York, Durham, Peel, Simcoe, and Toronto. There was no police force in the modern sense. In some situations, soldiers could be called upon to make arrests. Otherwise, law enforcement was the job of ordinary citizens who were sworn in as constables. Their tasks usually had less to do with fighting crime than with enforcing regulations concerning fire safety, animal control, tavern licensing, and food marketing. Unfortunately, a flood in the 1930s destroyed most of the Upper Canada court records from that period, so information on High Constable John Fisk is sketchy.
