Born of loyalist parents he lived in what is now known as Whitby from 1836 to 1851. He was a member of parliament for the Reform party from 1824 to 1836 and the True Grit party from 1849 to 1851. In 1831, he introduced legislation that was adopted to allow clergymen of any recognized denomination to perform marriage ceremonies. He was responsible for developing Whitby Harbour, which by the late 1840 handled more volume than any port on Lake Ontario except Toronto and Kingston. He was also responsible for the roads from the harbour to Lake Simcoe and Lake Scugog. He also started the proceedings to form Ontario County. He established the village of Perry's Corners at Brock Street and Dundas Street in 1836, which later became the town of Whitby, and the village of Port Perry in the late 1840s.
